The following is a resource list for El Paso County, that includes resources for food, utilities help, rent assistance, legal information, clothing, and housing. The list updated regularly by Pikes Peak Library District (PPLD) and an updated copy can always be found here: https://research.ppld.org/HelpingHands
PPLD also employs a LCSW to help with resource navigation, and she is great! She doesn’t collect much information from those she helps (just a name), and doesn’t require an ID (so lawful presence isn’t necessary). Her name is Alicia Kwande; her email address is akwande@ppld.org
Those in need of assistance paying for child care so they can attend school and/or work obligations can apply for Colorado CCAP (Child Care Assistance Program) through Colorado PEAK. CCAP eligibility information can be found here: https://cdhs.colorado.gov/benefits-assistance/child-care-assistance
Child Care
Housing
El Paso County DHS has funds set aside for rental assistance, primarily for those who are in danger of imminent homelessness. More info on that can be found here: https://cdola.colorado.gov/rental-mortgage-assistance
Individuals can also complete the Housing Survey (VI-SPDAT) at any agency that provides housing assistance. Many agencies require appointments, but Springs Rescue Mission offers walk-in appts to complete the VI-SPDAT. The VI-SPDAT needs to be updated every 90 days to remain current and is used to get into low income/free housing in El Paso County.
The exception to this is Partners in Housing (PIH), as they don’t receive Federal funding. Those interested can find out more about PIH here: https://partnersinhousing.org/
Care and Share has a great place to find food banks, here: https://careandshare.org/findfood/
For those who are pregnant or have children under age 5, they might also qualify for WIC (Women, Infants, and Children), which is a governmental food program run through Public Health. The income requirements for WIC are higher than that of food stamps (SNAP), and families automatically qualify if they have other assistance programs (like Medicaid, SNAP, or TANF).

Medical Bills:
Those who are experiencing difficulty paying medical bills can access help via the financial aid offices at local hospitals. They might qualify for a program called CICP (Colorado Indigent Care Program), which caps hospital bills at a specific amount based on income and family size. El Paso County DHS can also provide low- or no-cost vaccinations and contraception to those who qualify. https://humanservices.elpasoco.com/
Utilities
If a client/family is experiencing issues paying for utilities/heating, they can apply for LEAP through a partnering agency (I believe the one for El Paso County is Goodwill). Information on who qualifies and how to apply can be found here: https://cdhs.colorado.gov/leap
